總則

General Principles

我公司2x180MW燃機聯合循環發電機組是蘇州市2005年十大董點工程之一，擔負著蘇州工業園區的集中供熱任務，對改警園區的投資環境和媛解蘇州用電緊張狀況起到了積極的作用。由于天然氣具有易燃易爆的特性，對安全生產工作提出了相當高的標準和要求。安全是企業生產活動中的重要因素，安全工作不僅關系到企業的生存與發展，也關系到社會的穩定。公司根據國家安全生產的法律法規的規定，根據天然氣管道保護條例及其規范要求，根據天然氣發電的特點，特制定本事故應急預案，以防范事故，并在事故發生時，能夠及時采取得當的措施，把損失減少到最小。本應急預案適用于天然氣系統、燃機機組投運后發生的突發事件(如天然氣大量泄漏、人員嚴重意外傷亡、嚴董火災、爆炸或環境損害等)。本預案涉及公司有關部門,便于充分發揮各自優勢和能力，同時在統一協調下發揮應盡作用。

Our company's 2x180MW gas turbine combined cycle generator set is one of the top ten projects in Suzhou in 2005, responsible for centralized heating in Suzhou Industrial Park. It has played a positive role in improving the investment environment of the park and alleviating the power shortage in Suzhou. Due to the flammable and explosive nature of natural gas, high standards and requirements have been put forward for safety production work. Safety is an important factor in enterprise production activities, and safety work is not only related to the survival and development of enterprises, but also to social stability. The company has formulated this emergency plan for accidents in accordance with the laws and regulations on national safety production, the natural gas pipeline protection regulations and their normative requirements, and the characteristics of natural gas power generation, in order to prevent accidents and take appropriate measures in a timely manner to minimize losses when accidents occur. This emergency plan is applicable to sudden events that occur after the natural gas system and gas turbine units are put into operation (such as large-scale natural gas leaks, serious accidental injuries to personnel, serious fires, explosions, or environmental damage, etc.). This plan involves relevant departments of the company, facilitating the full utilization of their respective strengths and capabilities, while playing their due role under unified coordination.

本應急預案實施的目的是遇到特發事故時，能夠進行有序的事故緊急處理、最大限度地確保人員生命和財產得到最大的保障。在必要時求助公安、消防或有關單位到現場幫助處理事故,同時取得蘇州工業園區管委會、勝浦鎮政府的大力支持。

五、緊急警報分類

六、企業緊急應變計劃

6、 Enterprise Emergency Response Plan

啟動企業緊急應支計劃下列為一些嚴重緊急事故及其所屬的警報級別，以供參考。

　　3、企業緊急控制中心在企業緊急警報發出后，企業緊急控制中心應及時投入運作，有關的事故應交管理小組必須迅速到達該控制中心展開工作，企業事故總指揮負責指揮及組織所有緊急搶險及救援工作。企業緊急拉制中心應備有足夠通訊器材，如無線電通訊機、電話等，可與受影響地區及外養聯絡，包括向公眾發放消息。

　　5、總指揮

　　總指揮的責任是公司全權處負責處理緊息事故第一責任人。在公司發生緊想事故時，應與企業事故協調員保持密切聯系，并向其取得有關的意見和指示。如因任何原因不能及時到達現場，應由一位熟悉運作的人員代著。當獲悉緊急事故發生，應及時趕赴公司緊急控制中心。其主要責任如下:1)接警現場指揮全面處理緊急事故:

　　主要的作用是趕赴現場及有效的控制事故。必須與總指揮保持密切聯絡，如有需要應征得總指揮的指示和意見。發布緊急事故的警報級別通常是現場指揮的工作，其他授權人士在緊急的情況下亦可發布警報，當現場指揮獲悉緊急事故的發生及其地點，應立即趕到現場。其主要工作如下:1)評估緊急事故的情況及決定是否為嚴重事故，并立即決定相應警報的級別。

　　在緊急事故發生時會有許多工作需要執行，所以，各部門需根據不同事故的性質設立相應的部門緊急應變小組。

　　各個緊急應變小組的架構及其成員之職責，必須明確規定及通知所有組員，每一郵門需制定一份部門緊急應變小組之成員及其管理人名單、聯絡電話等有關數據。

　　The structure of each emergency response team and the responsibilities of its members must be clearly defined and communicated to all team members. 　　9、發出緊急警報

　　任何員工從任何渠道獲悉任何緊急事故，應馬上與有關部門主管報告，員工不得假定有關部門己獲悉有關信息而放棄聯絡，其報告內容至少應包括如下:

For the main members of the enterprise accident response management team, there should be designated deputy positions to immediately replace them when the main enterprise accident response management team fails to handle emergency situations. 　　在進行緊急召集時，必須通知財務部經理和物資部經理，并指派倉庫或物料管理人員到達崗位，以便滿足對資金及物料的緊急需求。

　　11、流動緊急指揮車

　　在天然氣支線系統緊息事故發生時，公司需部署流動緊急指揮車到達現場，直接調動各搶險單位處理應急工作。指揮車輛上必須配各通訊儀器及存放所需救援設各和文件，并與應急指揮中心保持緊密聯絡，使事故協調員及總指揮能清楚掌握現場實況。

　　When a natural gas branch line system emergency accident occurs, the company needs to deploy mobile emergency command vehicles to the scene and directly mobilize various rescue units to handle emergency work. The command vehicle must be equipped with various communication instruments and stored with necessary rescue equipment and documents, and maintain close contact with the emergency command center, so that the accident coordinator and overall commander can clearly grasp the on-site situation.

　　12、宣布進入緊急狀態

　　當發生緊急警報后，各有關緊急應變程序會相繼啟動，在這一階段首先要判斷事故本身是否會構成或演變重大的危機。

　　現場指揮員需親自前往事發現場，在視察過事件情況后，決定是否需要宣布進入緊急狀態。除現場指揮員有權宣布進入緊急狀態外，其它指定的部門重要人員亦有此權力。

　　13、緊急聯絡與通告

　　當宣布進入緊急狀態后，需及時聯絡總指揮員及有關單位工作人員趕赴事發現場，在緊息事件發生時需要通知的緊急應變人員或單位請參閱附錄。

　　無論在公司范圍內或其它地方發生的緊急事故，所有不直接參與處理緊急應變行動的人員或公眾人士必須盡快撤離受影響現場。
